You could walk across the street against a traffic light and get a summons for jaywalking, but you could walk up to a police officer and say "I want to rule the world," and there's nothing he can do about it, that is not a crime. A mental shortcut becomes almost irresistible and maybe even rational by some lights. The two young black men on one side of the street look like so many others the officer has locked up. And that drives different behavior. The officer turns toward one side of the street and not the other.
