At its 10th December Conference in Geneva the Future of Human Rights Forum endorsed new structures and mechanisms to advance the realization of the Universal Declaration of Human Rights, adopted by the General Assembly 65 years ago. Any reform of the Security Council will require an amendment of the Charter of the United Nations under Article 108. Some observers feel that the veto power as practised since 1945 is the Achilles heel of the United Nations and of the contemporary international order.
