The Constitution was the expression not only of a political faith, but also of political fears. It was wrought both as the organ of the national interest and as the bulwark of certain individual and local rights.
Bio: William Harkness was an astronomer, born at Ecclefechan, Scotland, a son of James and Jane Harkness. Harkness died in Jersey City on February 28, 1903 at the age of 66.
