The Constitution was the expression not only of a political faith, but also of political fears. It was wrought both as the organ of the national interest and as the bulwark of certain individual and local rights.
Bio: Lucius Cary, 2nd Viscount Falkland was an English author and politician who sat in the House of Commons from 1640 to 1642. He fought on the Royalist side in the English Civil War and was killed in action at the First Battle of Newbury.
