I think some of the Indian states have been successful in bringing about land reforms but to get a sensation of economic empowerment in society, even a bit of land of their own, is necessary for the common people and it has been shown by Japan, Taiwan, South Korea, which have achieved remarkable economic successes, that land reform was one basic prior thing they did.
