Bureaucracy is the business of controlling other humans, making them do what you want them to do. That may be acceptable if what you are asking them to do is reasonable, rational and for the common good, but more likely what bureaucrats ask is treasonable, nonsensical and counterproductive to the public good. This is because the primary business of a bureaucrat, left unchecked, is creating more bureaucracy to further his or her own prestige and power. The first objective is to get the facts, for without facts we are powerless to oppose government decisions or bring about change. The next step is to open up the decision-making process so we finally have a government accountable to those it serves. This should be our right and not a privilege.

The cost of making government more responsive to the people who fund it and in whose name it exists should not be attributed solely to FOI, but even if it is, surely that is a cost worth bearing? Making government transparent and accountable to the public directly increases the efficiency of the public sector more than any number of government regulators or watchdogs.
