As President of the United States I say to you most earnestly once more that the people of America and the Government of those people intend and expect to remain at peace with all the world. In the two years and a half of my Presidency, this Government has remained constant in following this policy of our own choice. At home we have preached, and will continue to preach, the gospel of the good neighbor.
