The Constitution was the expression not only of a political faith, but also of political fears. It was wrought both as the organ of the national interest and as the bulwark of certain individual and local rights.
Bio: Eric Walter Blom was a Swiss-born British-naturalised music lexicographer, musicologist, music critic, music biographer and translator. He is best known as the editor of the 5th edition of Grove's Dictionary of Music and Musicians.
